Chisago VINELink and Haven Split
Minnesota VINE is connected only to Minnesota county jails. That makes VINELink appropriate for a person booked into the Chisago County Jail. It is not the notification system for MCF–Rush City or another Minnesota DOC prison. A county VINE registration also does not carry forward automatically if the person later enters state prison custody.
Minnesota Haven covers people in a DOC facility and people under DOC community supervision. For an MCF–Rush City case, pair Haven with the Minnesota DOC Locator. For a sentenced federal prisoner, use the BOP locator rather than either Minnesota service. This custody-based split matters because “Chisago County” can refer to where the person was arrested, where the county jail sits, or where MCF–Rush City is located. The operator of the custody system decides which alert route applies.

Search a Chisago VINELink Record
VINELink is designed for a specific-person check, not a rolling Chisago County release list. Start with enough identity data to avoid selecting another person with a similar name. A partial name may be accepted. An offender ID can narrow the search. Middle initial, date of birth, incident date, arresting agency, and holding facility can help resolve duplicate results when those details are displayed.
Use these steps for a Chisago County Jail record:
- Open VINELink and select Minnesota.
- Search by offender name or offender ID. Use a partial name only when needed, then narrow the result set.
- Compare identifiers. Confirm that the record belongs to the intended person and identifies Chisago County Jail.
- Open the record. Read current custody status, holding facility, booking or facility ID, and any scheduled-release information shown.
- If the status says released or an alert arrives, confirm the event with the Chisago County Jail or Records Management.
A missing record is not release confirmation. A spelling mismatch, a recent booking, movement to another custodian, a purged source record, or a data delay can all cause a miss. Chisago VINELink Release Fields
The fields offered through VINE depend on the data supplied by the county jail. The Minnesota fact sheet supports a core set of identity, facility, status, and notification concepts, but it does not promise that every Chisago booking will display every field. Scheduled information remains prospective. An alert or a populated status field should be read using its exact label.

“Unsupervised custody” is a VINE event category that can include work release or electronic home monitoring. It does not necessarily mean that all legal controls ended. Likewise, “transfer” means movement, not community release. The notification wording is a lead to verify, not a complete release record with the disposition, receiving agency, and exact processing time.

Set Chisago VINELink Release Alerts
Registration begins from the correct person’s VINELink record. The state says a user may register anonymously, and a VINELink account is optional. The live service determines which delivery methods are offered. Telephone, email, text, or another current channel may appear. Check all entered contact data before saving the request because a wrong digit or address can prevent the notice from arriving.
For a Chisago County release notification:
- Open the matched Chisago County Jail record and choose the notification option.
- Select an available delivery channel. Follow any confirmation prompt shown for email or text registration.
- For telephone notice, create a PIN and keep it in a safe place.
- When a call arrives, enter the correct PIN to confirm receipt and stop repeat calls.

The dedicated Minnesota VINE fact sheet says routine release calls repeat every 30 minutes for 24 hours or until the PIN is entered. If a call is answered but not confirmed, it says calls repeat every two hours for 24 hours. Another broader state guide describes a different period. Confirm Chisago VINELink Releases
Chisago County promotes VINE at 1-877-664-8463 for phone and email custody-change alerts. The county also warns users not to depend only on the service. That warning is practical. VINE receives information from the jail source, and an alert may not include the full release disposition or destination. A transfer to another county or agency can end the Chisago booking while custody continues elsewhere.
After a release notice, call the Chisago County Jail at 651-257-2931 for operational status. For a releasable booking or release record, contact Records Management at 651-213-6384. Ask whether the event was a community release, bond release, court-order release, or transfer. If a court action caused the change, the MCRO docket may explain the legal authority, though it will not prove the hour when jail processing finished.
VINE does not state a fixed period during which a released Chisago booking remains searchable. Save the person’s booking or facility ID before the record changes when possible. A focused records request is the historical route after online visibility ends.
Read Chisago VINELink Alerts Carefully

The screen should be used to match one Chisago jail record and request an alert. It does not replace the county’s completed booking and release record.
Each event has a different meaning. General release, court-order release, and bond release can indicate that county custody ended for the community. A transfer points to another custodian. Escape and death are not ordinary releases. “Record purged” describes a system event, not a legal finding about the person’s sentence. Reading the exact message prevents a broad “released” label from hiding these distinctions.
Chisago Release Notification Meanings
A Chisago VINE alert reports an event category sent through the county-jail connection. General release, court-order release, and bond release all describe ways county custody may end, but the legal setting differs. Bond release means the case continues under court terms. Court-order release can result from a judge’s decision without resolving every pending matter. A general release label may still need a sheriff record to show the precise disposition and time.
Transfer is different. It indicates that the Chisago County Jail booking changed because another facility or agency became responsible. A person could move to another county, the Minnesota DOC, federal custody, or another authorized custodian. The person is no longer in the Chisago jail, but that is not the same as being free in the community. Ask the jail to name the receiving agency when the releasable record supplies it.
VINE also defines escape, death, record purged, and unsupervised custody as reportable events. None should be rewritten as a routine release. Work release or electronic home monitoring may fall under unsupervised custody in the fact sheet even though rules remain in force. A purged record means the notification source removed or changed a record. It does not prove that a sentence was discharged or a court case ended.
When an alert seems inconsistent with the current jail locator, use both records as leads and contact the Chisago County Jail. Data can reach the systems at different times. The completed booking and release sheet can preserve actual date, disposition, and destination after an online status changes.

Chisago Release Alert Boundaries
MCF–Rush City is physically in Chisago County, but it belongs to the Minnesota DOC system. Search the DOC Locator for its custody or community-supervision status, and register through Minnesota Haven at 800-657-3830. A DOC status such as supervised release means the person is outside prison while the executed sentence continues. Discharged means DOC authority reflected in the record has ended.
Federal custody has another boundary. The BOP Inmate Locator covers sentenced federal prisoners and can display a historical release date. Federal pretrial custody is generally managed by the U.S. Marshals Service and may not appear in BOP. Immigration custody uses the ICE locator for qualifying current detainees. None of those systems is a Chisago jail VINE feed.
Choose the alert service after identifying the custodian. For Chisago County Jail, use VINE. For MCF–Rush City or DOC community supervision, use Haven. For federal or immigration custody, use the responsible federal system. Then confirm the reported event with the agency that created it.
