Chisago County Release Meanings
A county jail release is the end of that jail’s physical custody. It is not always the end of a case, a sentence, or government control. Someone may post bond, leave under a court order, complete a short jail term, or have the only holding matter dismissed. The same release entry may instead show a transfer to another county, the Minnesota Department of Corrections, the U.S. Marshals Service, or immigration authorities. Those transfers end the Chisago County Jail stay, but they do not return the person to the community.
Records must be read in that context. The sheriff’s booking and release entry answers when local custody ended and may identify the reason or receiving agency. Minnesota Court Records Online, known as MCRO, may explain the order behind the change. A Minnesota DOC record applies only when the person was committed to the Commissioner of Corrections. Probation can also continue after jail release. Probation is court-ordered community supervision, while supervised release is the community portion of a state prison sentence.
- Release
- The end of physical custody at one facility.
- Transfer
- A move from one custodian to another, not freedom from custody.
- Supervised release
- Time outside state prison while the DOC sentence remains active.
- Discharge
- The end of the correctional authority shown in the official record.
Chisago County Release Types
The wording of an outcome controls the next search. Bond and own-recognizance releases usually point to an open court case. “Time served” concerns the custodial part of a sentence. “Probation” means court supervision continues in the community. A transfer directs the search to the receiving agency. The actual entry is more reliable than assumptions based on a missing roster name.
| Release entry | What it means | Next check |
|---|---|---|
| Bond or bail | County custody ended subject to the case and conditions | MCRO and sheriff release time |
| Court-ordered release | The court authorized release on the local matter | Court order and jail record |
| Time served | The ordered jail portion was satisfied | Sentence and actual release field |
| Probation | Community court supervision continues | Community Corrections and court file |
| Supervised release | A state prison sentence continues in the community | DOC Locator and supervision office |
| Transfer or hold | Local custody ended but another custodian may hold the person | Named receiving agency |
| Discharged | The authority identified in that record has ended | DOC status or court order |
A dismissal can remove one reason to hold someone, yet another warrant or detainer may remain. A detainer is a request or legal basis for another agency to take custody. That is why “released to” wording deserves close attention.
Chisago County Release Record Fields
The most useful county release record connects identity, booking, the end of custody, and what happened next. A narrow request should seek the complete booking and release entry rather than one date alone. Chisago’s locator displays an Eligible Release Date when populated, but that is a prospective field. Its person detail separately labels Release Date. Only the completed event field, confirmed against status and holds, answers whether release was processed.
| Field | What it shows |
|---|---|
| Name and birth information | Helps distinguish people with similar names |
| Booking number and SPN | Links the request to the correct jail event |
| Custody date and time | Shows when the jail stay began |
| Charges, bail, and court branch | Identifies the local matter tied to custody |
| Eligible Release Date | A scheduling field, not proof of actual release |
| Release date and time | Shows when jail processing ended, when recorded |
| Release disposition | Describes bond, court order, sentence completion, or other basis |
| Hold or receiving agency | Shows whether custody may have continued elsewhere |
| Booking photograph | Connects the record to the booked identity, not a case outcome |
Why can a name disappear before release is clear? The locator is an up-to-date roster for people housed in the jail, not a promised history of former bookings. Absence may mean release, transfer, a different facility, a spelling issue, or a data change. The completed sheriff record resolves the event.
Note: Preserve the booking number and SPN because those identifiers help Records Management locate the correct Chisago County release event.
Request Chisago County Release Records
The Sheriff’s Records Management Division maintains and releases sheriff records, photos, and related documents. Its official records page links the Information Disclosure Request Form. Requests may seek inspection, copies, or both. Minnesota public-data procedure does not require a requester to give a purpose. It does require a clear description of the existing data sought.
- Identify the person by full name and birth date if known. Add an approximate custody range, booking number, or SPN when available.
- Ask for the booking/release sheet or existing log entry, actual release date and time, booking status, disposition, and receiving or holding agency.
- State whether a booking photograph is also wanted and whether electronic copies are preferred.
- Ask the county to identify the statutory basis for any field withheld or redacted.
- Send the current Information Disclosure Request Form to Records Management and retain the request details.

Published fees include $1 per photo and $20 for a CD or DVD. Fewer than 19 pages are free. The tiered paper-copy schedule rises from $5 for 20 to 39 pages through $20 for 80 to 99 pages. A request of 100 or more pages costs $25 plus $20 per hour. Other payment and special-cost rules may apply. No fixed public-request completion time is published, so retrieval, review, and redaction can affect timing.
The successful Records Management capture shows the official request route. The source page should be checked for the live form link before sending a request.
The page is the archive-access fallback when a former booking no longer appears in the live locator.
Chisago County Release Data Law
Minnesota Statutes section 13.03 governs access to public government data, including inspection and permitted copy charges. Section 13.82 addresses law-enforcement data. Public arrest, request-for-service, and incident categories do not make every corrections or investigative field public. Active investigations, protected identities, juvenile data, medical details, and other classified data may require withholding or redaction.
Subdivision 18 is important for release-list requests. It does not require an agency to create or maintain data it does not otherwise keep. Ask for an existing release log or records sufficient to show releases during a defined period. Do not demand a newly compiled analysis. Subdivision 26 classifies booking photographs as public data, subject to temporary withholding when access would harm an active investigation.
Note: A withheld field should come with the applicable legal basis; a blank online field does not prove that no underlying record exists.
Chisago County Release Event Totals
The Sheriff’s 2024 Annual Report gives rare local context for jail turnover. It reports 1,263 booking events and 1,233 release events during the year, along with an average daily population of 47.41 and 26 juvenile booking events. These are event totals. They are not counts of unique people, and they cannot be converted into a current population or a rate of repeat custody. Events can involve the same person more than once and can cross reporting periods.
The near scale of bookings and releases reflects movement through the jail, not a claim about why people left. Each release still needs its own disposition and destination.
Chisago County Court Release Decisions
Community Corrections performs pretrial bail evaluations with the Minnesota Pretrial Assessment Tool and gives the result to the court. The judge then decides whether release is allowed and what conditions apply. A person may leave jail while testing, monitoring, no-contact terms, court dates, or other conditions remain active. Pretrial release is not sentence completion or discharge.
Minnesota Court Records Online can show bail orders, dismissals, sentencing entries, probation terms, warrants, and discharge orders. It is case-centered, not jail-centered. The docket may explain the legal reason for a release but not the time staff completed release processing. Pending criminal cases also have remote name-search limits, so a case number or courthouse terminal may be needed.
Chisago Court Administration provides a public terminal and plain copies without charge. Simple counter requests are often handled the same day, while mailed requests should identify the case and exact document and allow five days. Those court access details concern documents, not a promise about jail release timing.
Note: A court order explains legal authority, while the sheriff record supplies the actual Chisago County jail release time.
Find Chisago County Released Inmates
Use a custody-type sequence. It avoids the false conclusion that “not found” means free. Begin with the county source, then follow the record to the correct state, court, or federal system.
- Search the Chisago County Inmate Locator by name, gender, and birth year. Record the booking number, SPN, status, holds, and dates shown.
- If the person is absent, call the jail at 651-257-2931 and ask whether the person left county custody for the community or another custodian.
- Request the completed booking and release entry from Records Management. Ask for the actual time, reason, holds, and receiving agency.
- Check MCRO for the court order, dismissal, sentence, probation, or warrant that may explain the custody change.
- Use the Minnesota DOC Locator only if state correctional custody is plausible. Use VINE for a county-jail alert, not as the final record.
- Use BOP, ICE, or federal court and USMS channels only when the record points to federal or immigration custody.
The official locator image below shows the county search route and its current-custody design. Open the live Chisago County locator for current data.
Its Eligible Release Date and Release Date labels must be distinguished, and the lack of a recent-release filter makes sheriff records the historical route.
Chisago County DOC Release Search
The Minnesota DOC Locator covers people committed to the Commissioner of Corrections. Search an exact or partial identity as permitted, compare the birth date and six-digit MNDOC number, then read status with location. “Incarcerated” at MCF–Rush City means current state custody. “Supervised release” means the person is outside prison while the executed sentence continues. “Discharged” means the DOC authority reflected by that record has ended.
| DOC field or status | How to read it |
|---|---|
| Name, aliases, birth date | Resolve identity before relying on dates |
| MNDOC offender ID | Six-digit state identifier for records requests |
| Current status and facility | Separates prison custody, supervision, and discharge |
| Anticipated Release Date | A projection for an incarcerated person, not the completed event |
| Expiration or discharge data | Addresses the end of DOC sentence authority when published |
| Supervision district or agent | Shows where DOC community control continues |
A facility change is a transfer. It is not release. DOC also states that the public viewer covers adults under its jurisdiction, including incarcerated people and those released but still supervised. It is not a complete archive after all DOC jurisdiction expires. Detailed questions go to Central Records through the DOC data-practices route.
The captured DOC public viewer illustrates this separate state path.
The status and anticipated date shown by DOC should never be substituted for a county-jail release record.
Note: DOC status applies to state correctional jurisdiction and cannot fill a missing Chisago County jail release entry.
Chisago County Jail Re-Entry Programs
The county jail program page names Re-Entry, Alcoholics Anonymous, Narcotics Anonymous, Just for Veterans, New Choices for Recovery, and other support programming. It lists program contact Kayla Fox at 651-213-6461. These are described by the county as in-jail programs. The source does not promise that members of the public can enroll after release, so they should not be treated as a public post-release service directory.
This distinction matters when planning around a release. A program attended in custody may be part of preparation, but an official record of release or supervision still comes from the sheriff, court, Community Corrections, or DOC. Program participation does not prove a release date, destination, or discharge.
Chisago County Release Search Routes
The correct source depends on the last known custodian and the question being asked. Current rosters answer who is held now. Completed records and status systems answer what happened after custody changed.

Minnesota VINE adds notification for county-jail custody changes. Minnesota Haven is the separate notification route for DOC facilities and DOC community supervision. VINE does not follow a Chisago jail booking into a later state prison term.
Chisago County Jail Release Setting
The current Public Safety Center followed a major local construction change. County planning material says the old jail had been outgrown, and the County Board authorized the new jail phase in March 2016. Completion was then expected in spring 2018. Current county history identifies a 125-bed Public Safety Center jail. A 2026 board agenda discussed listing the old jail site, but an agenda does not prove a completed sale.
This history helps distinguish old addresses and records references from the present jail operation. The active county jail is at the Public Safety Center on Per Road in Center City. Current release questions belong with that jail and its Records Management Division.
Note: Use the current Public Safety Center contact, not an old jail address found in archived local material.
Chisago County Release Records After Sealing
Minnesota expungement seals qualifying court and agency records from public view. It does not destroy them. That difference explains why a once-visible MCRO result or booking record may later disappear even though a government record remains under restricted access. A missing result after sealing cannot establish whether or when release occurred.
Clean Slate waiting periods are tied to the outcome and are measured from sentence discharge, not simply from the date a person left jail or prison. Probation or supervised release can continue after physical release, so discharge may occur much later. Eligibility also has exclusions and conditions. Official Minnesota Judicial Branch expungement information and section 609A.015 provide the current rules.
Chisago County Release Facilities
Two detention facilities define the local paths. The Chisago County Jail release route is a sheriff system for pretrial and county-sentence custody. Community release, transfer, and the formal county record all begin there. MCF–Rush City release records belong to the Minnesota DOC system for state prisoners. A move from either facility to another custodian is a transfer until the receiving record shows otherwise.
There is no verified BOP prison or dedicated ICE detention facility in Chisago County. Federal and immigration systems are fallback routes only when a record names those authorities. Municipal arrest processing does not support separate city-jail pages because the county jail is the identified public adult detention facility.
